At least, that's what is being implied by Akihiro Hino's interview with VG247 anyway.  Here's what the site said regarding the matter at hand:
Thankfully Hino seemed much happier to discuss the studio’s incoming releases – Ni No Kuni: Wrath of the White Witch and Professor Layton vs Ace Attorney – due for release on PS3 and 3DS next year respectively.

That definitely sounds like a confirmation of the game being released next year.  Does that imply the game will be localised and released elsewhere?

Honestly, I suspect it's true.  The game's already out in Japan, the two franchises are already extremely popular in the West and the game has only just come out in Japan, so it seems likely the game will be coming out in 2013.
